The CORE is the policy setting organ of the movement. It will set strategic policies and guidelines which the executive secretariat will implement and for the first three years and supported by members. The CORE’s decisions and activities must and shall not go beyond the guiding principles and the objectives of the party. The CORE will also supervise the Executive Secretariat and its Executive manager. Members of the CORE are FORBIDDEN from standing for elected senior government positions.
CORE Members of Hiil Qaran
1. ABDIRAZAK HAJI HUSSEN – Elder Statesman
Somalia’s leading living statesman and the most respected Prime Minister the country ever had. He is a former President of SYL in the 1950s. Renown for his civic/nationalist courage, stress on justice, democratic practice and commitment to efficient and ethical administrative order, he was Prime Minister in 1964-67 when the boldest effort was made to establish a competent public service system. Premier Hussen has been a strong and constant voice for these principles and national goals for over 60 years.
2. IBRAHIM MOALIM MURSAL– Party Chair
He was educated in the law, public administration, and administrative law in Somalia and in Egypt. He had further training in Washington DC. For two decades he worked in the Ministry of Education in Mogadishu and was the Director General of the Agricultural Settlement Organization. He currently lives in Holland where is a volunteer and a member of the Green Party. For Ibrahim “Hiil Qaran embodies the essence of faithfulness to Soomaalinimo and Islaamnimo, and the hopes of our people.”
3. NNN NNN was educated as a teacher in Somalia. He has chosen to stay in the country during the last twenty years. His devotion to the education of Somali children is reflected by the personal decisions he has made in the last two decades as he continuously taught school even in the worst of the post-collapse years. He decided to join Hiil Qaran given its commitment to common citizenship, peace, justice, and accountable and competent government which " converges with my hope for our people for these past two decades."
4. XXXXXX YYYYY
This member lives in an area in Somalia which is dominated by undemocratic and violent forces. The person writes that "despite the ever present threat every day, I believe becoming part of Hiil Qaran is the gate way to a new beginning based on love, fairness and mutual responsibility for the future of our people." For the member’s safety we have chosen to withhold his/her name and other particulars.
This member also lives in an area in Somalia which is dominated by violent forces. "I am so encouraged to hear about Hiil Qaran and join its Core," utters this compatriot," for this party could be the means to rescue our nationhood and the dignity of our people." For compelling reasons that have to do with personal security, we have decided to withhold his/her name and other particulars.
6. MUSA AHMED HERSI
A graduate from the law faculty of the Somali National University in 1985 where he also lectured for four years, Musa left the country and came to Netherlands for further advanced studies in law. In 1999, he successfully completed it and then began professional work in the Netherlands. He has joined Hiil Qaran because of its principles, agenda, and the caliber and demonstrated abilities of those who initiated it. Musa is committed to the Somali cause in order to realize the rebirth of a democratic and just Somali Republic.
7. ABDULKADIR ADEN MOHAMOUD "Jangeli"
A former senior development banker, he was formally educated in Somali National University and India. At present an entrepreneur who owns a small business, he has been a considered advocate of an effective and just national government and has campaigned for these principles for decades. He joined Hiil Qaran because "it embodies the ethical political principles that can bring Somalis together into a national political order that is wise, competent and merciful."
8. ABDULLAHI HASSAN FARAH
A medical doctor, he was educated in Somalia, Iran, and the Soviet Union. Abddullahi has practiced medicine inside Somalia for many years as well as assuming high positions of leadership in the health services in the country. Pained by the endless degeneration of the national identity and institutions, he has been "preoccupied with the development of an organization that could offer the Somali people novel ideas and effective ways to regroup for a journey of renewal." He believes Hiil Qaran has the potential to be such a mechanism.
9. ABDI ISMAIL SAMATAR, Secretary General
Educated in Somalia and the United States, Abdi has been a scholar/professor/civic activist for twenty five years. He has been intimately involved in a numerous forums and platforms to advocate for the Somali cause and the revival of the national spirit. He joined Hiil Qaran "because its principles, goals, and political agenda capture what the country needs." Abdi is a civic unionist who is a proponent of common citizenship and governance that are grounded in justice, trust, and competence./p>
